Found this on ehow (for what it's worth):

Never use solid insulation around propane pipes, because it may pool leaking gas. Use a garden hose cut in a spiral, or spiral electrical wrap sold in auto supply stores. This will allow leaking gas to escape, and for periodic inspections for corrosion and compression damage. Insulation is particularly important where the propane lines pass through brackets.

Is there any way that moisture could be in the line causing the freezing, and not the propane?  I really don't know if that could be – but I've never had a problem with our lines freezing, and we have camped (and used both the furance and range) during the winter when I'd think freezing would be at its biggest potential.

You can use the foam insulation and just perforate it with an ice pick or such before insatalation,


But

     Propane lines usually freeze up because the flow is pinched at a point causing a pressure differential, ,,, or more simply,, the line is freezing from cold on the inside not cold on the outside (though cold outside makes it happen faster)

            Where are the lines freezing?  If they are freezing up near the bottle you may have a faulty regulator,,, 

    even in cold temperatures your lines shouldnt be freezing,


I highly recomend taking to the dealer/ rv shop of your choice and asking them to check it

also, if the system is regulated at the appliances, i.e. the bottle doesnt have a regulator just a valve make sure you are opening the valve all the way, just cracking it open can cause freeze issues,,,
